Community Wastewater Management Systems

The Council manages Community Wastewater Management Systems (CWMS) for various areas within the Council which provides benefits to those connected to the schemes. A service charge is raised to maintain the systems. The revenue raised from this charge can only be applied to maintenance and replacement of that specific scheme and only those properties receiving the service will be levied.

The charge is levied on the concept of user pays based on the cost to operate and maintain the service, and the cost to improve or replace the service, and recognition that the value of a property is enhanced by the availability of the service.

For the 2023/2024 financial year the following service charges will apply to properties involved in these schemes:

Big Bend area: $578.00 per unit maintenance
Bowhill area: $280.00 per unit maintenance
Greenways Landing area: $855.00 per unit maintenance
Kroehn's Landing area: $1,167.00 per unit maintenance
Seven Mile Shacks area: $623.00 per unit maintenance
Scrubby Flat area: $464.00 per unit maintenance
Swan Reach area:  $429.00 per unit maintenance
Walker Flat area: $172.00 per unit maintenance
North Punyelroo area: $214.00 per unit maintenance
Caloote Landing area: $366.00 per unit maintenance
Bolto Reserve area: $450.00 per unit maintenance
Old Teal Flat area: $340.00 per unit maintenance
The Rocks area: $949.00 per unit maintenance
Caurnamont area: $347.00 per unit maintenance
Five Mile Shacks and Kia Marina areas: $1,426.00 per unit maintenance
Pellaring Flat area: $451.00per unit maintenance
Blanchetown area: $257.00 per unit maintenance
Brenda Park/Morphett Flat areas: $351.00 per unit maintenance
Marks Landing area: $295.00 per unit maintenance

Truro area – private pumping chamber: $632.00 per unit maintenance
Truro area – Aerobic Wastewater Treatment: $331.00 per unit maintenance
Cowirra area: $1,082.00 per unit maintenance

Where Council takes over the management of any other schemes during the financial year a service charge is raised on a pro rata basis.

Bowhill Multi Access Television System

Pursuant to Section 155 of the Local Government Act 1999, Council declares an annual service charge based on the nature of the service in respect of all land to which the Council provides the prescribed service of television transmission known as the Bowhill multi access television system of $146.00.

Bowhill Reticulated Water Supply System

Pursuant to Section 155 of the Local Government Act 1999, Council declares an annual service charge based on the level of usage of the service in respect of each property to which the Council provides the prescribed service of the treatment and provision of water known as the Bowhill reticulated water supply system of $256.00 for the consumption of up to 120 kilolitres of water and 40 cents per kilolitre for all water consumed in excess of 120 kilolitres.

Regional Landscape Levy

The Regional Landscape (RL) levy is not retained by Council. Councils are required under the Landscape South Australia Act 2019 to collect the levy on all rateable properties on behalf of the State Government. The levy helps to fund the operations of regional landscape boards who have responsibility for the management of the State’s natural resources. These responsibilities include regional landscape planning, water allocation planning, community capacity building, education and compliance activities.

Waste Collection Service

2 Bin Waste/Recycling Service
Pursuant to and in accordance with Section 155 of the Local Government Act 1999, the Council declares for the year ending 30 June 2024, an annual service charge of $305.00, based upon the nature of the service, in respect of each residential property within a township to which it makes available the Township Waste Collection (General Waste and Recyclables) Service.

Domestic Waste Bin Service
Pursuant to and in accordance with Section 155 of the Local Government Act 1999, the Council declares for the year ending 30 June 2024, an annual service charge of $216.00, based upon the nature of the service, in respect of land outside of a township which has a residential or primary production land use and upon which there is a residential dwelling and to which it makes available the Rural (non-Township) General Waste Collection Service, noting that where the Service is not provided at the access point to the land, the annual service charge will be adjusted as required by Regulations 13 of the Local Government (General) Regulations 2013.
