Financial Relief Information

If my property have been materially affected from the flood will my property valuation be changed?

The Office of the Valuer-General are collating a list of affected properties, once identified each individual property will be assessed.  For further information refer to their Fact Sheet.

Owners of uninhabitable properties that are to be demolished, are advised to contact the Valuer-General (OVGenquiries@sa.gov.au) providing any documentation  (ie: engineering report)  to enable the revaluation to occur.  Quote the Valuer-General number (found on the rates notice) in all correspondence.

Removal of Domestic Waste Bin Service Charge

Council recognises that the 2022/23 River Murray Flood event has left many properties along the River uninhabitable and requiring demolition. As a result of this, Council has resolved impacted property owners can now apply to defer their Domestic Waste Bin Charge.

Properties that meet the eligibility criteria will be able to surrender their bins and have the service charge temporarily removed from their rates notice.

Who is eligible?

Properties where the dwelling is uninhabitable and will be demolished within the next 18 months as a result of the 2022/23 River Murray Flood.

A third party assessment report, from an insurance assessor, engineer or JLG/DMA, is to be provided to Council as part of the application, in addition to meeting the criteria list in the declaration on the application form.

Please note, that if a charge has already been applied to the property for the respective period, upon successful application, this charge will be rebated.

What financial relief is being offered to all ratepayers?

Council understands that during the flood preparation period, many ratepayers would have been understandably focused on shifting assets out of the harm of flood waters and busily protecting buildings from inundation, and may have not paid their quarterly rates by the due date of 9 December 2022.

As a result, Council will not raise fines or interest for any overdue rates during the three (3) months of December 2022, January and February 2023 to enable ratepayers to assess their individual financial situations and make appropriate financial arrangements.  No action is required as this financial relief will be automatically applied to all properties.

What additional financial relief is available for any displaced residents, as I am unable to reside in my normal place of residence due to the flood event?

If you have unfortunately been forced to leave your principal place of residence, you will need to indicate at the "Displaced Resident" section of the application, and if approved this will provide an opportunity for:

  1. A repayment plan for any outstanding rates to be repaid on or before the 30 June 2023, with interest and fines to be waived for a total period of seven (7) months from December 2022 to 30 June 2023.
  2. A rebate, (if applicable) for the essential service Community Wastewater Management Scheme (CWMS) annual service charge, to be provided to eligible ratepayers for the approximate period of time that the service is not available. The rebate will exclude any outstanding capital contribution component.

The primary place of residence for the ratepayer be verified by the House of Assembly Roll address of residence.

For properties that are granted a rebate for the Community Wastewater Management Scheme annual service charge, when will the credit be passed on to my Assessment?

Any approved rebates for Community Wastewater Management Scheme annual service charges, will be credited against the property on a monthly basis.  In the situation that you have a credit balance then this will be used to offset future year’s rates, or you may request that that any credit balance be refunded.

What additional financial relief is available for any Commercial, Industrial and Primary Production properties that have materially been impacted by the flood event?

You will need to indicate at the "Commercial, Industrial and Primary Production" section of the application, and if approved you will receive an extended time to repay any of the 9 December 2022, 10 March 2023 and 9 June 2023 outstanding rate instalments until, on or before the 30 June 2023, with all interest and fines to be waived for a total period of seven (7) months from December 2022 to 30 June 2023.

What if I am experiencing financial hardship and need additional assistance due to hardship or extenuating circumstances and need additional time for the repayment of my rates?

Council is committed to assisting ratepayers who are experiencing financial hardship to manage their expenses on an ongoing basis and to make repayments in a manner that is mutually agreeable, with the aim to clear their outstanding and ongoing rates debt in a planned and efficient manner.
